On the Bulletin of the Federal Aviation Administration (FAA) “Bulletin of Air Transport Operations”, the Agency lists the rules for appropriate stagnation holding procedures.
“Carried luggage can be collected either against a passenger class separator or bulk if both are stressed for inertia loads, if it is contained by the relocation from the Taedown straps approved by the FAA or the cargo nets,” the Fa Bulletin states.
The Bulletin also says there must be “paraboarding scan to ensure that the size and amount of passenger carrier luggage is compatible with”.
Under “tips for carried luggage”, the agency says “Some aircraft have limited bin space, and your personal article will have to fit under the seat in front of you.”
